LETTER TO THE EDITOR / WHY NOT THE BEST?

Roger C. Kostmayer

In a democracy, the quality, competence and responsiveness of the individuals who serve the public, determine the quality of life.

In Key West, we the people elect six Commissioners and one Mayor who, in turn, select the City Manager. This position acts as the chief operating officer who implements the commission’s decisions. It is a powerful responsibility that will have an enormous impact on the success or failure of local government in the future. Jim Scholl, the current CM, is expected to announce his retirement date sometime in the next one to 16 months. Mr. Scholl declines to be specific about either his retirement date or his recommendation for the successor selection process.

The key to success in hiring is selection – if you want and expect the best results, you must have competition to find and hire the best candidate. The generally accepted process to achieve this goal is to conduct a professional and objective national search that will identify and screen the most qualified city manager candidates. The search should include any potential candidates in KW who might be promoted from within, as well as the best candidates anywhere in the US who have the required talents, knowledge and experience. This universe of suspects is then winnowed down to a small number of the very best finalists – from which, based on merit, one is hired.

A national search conducted by professionals is the best process for KW residents and for the future of our community. The people deserve no less and failure to use the best process, the one that insures KW attracts the best City Manager, would be a serious mistake.
