A Miami man has been charged with six felonies for allegedly contracting without a license in Monroe County following the Florida Keys landfall of Hurricane Irma.

Ulises Ramon Wiltz, 49, was booked into the Miami-Dade County jail on December 6 under an arrest warrant signed by Acting Monroe County Circuit Court Judge Ruth Becker.He was released on $30,000 bond.

Hurricane Irma struck as a Category 4 storm on September 10, 2017. Wiltz’s alleged crime shappened within a month and a half after the storm’s strike. He is charged with four counts of unlicensed contracting and two counts of grand theft, all felonies.

Monroe County State Attorney’s Office investigators working along with Florida Department of Business and Professional Regulation investigators assigned to the Keys uncovered at least four cases (two on Duck Key and one each on Grassy Key and in the Lower Keys) in which Wiltz contracted to do roof repairs due to damages sustained by the hurricane.

In two of these cases, Wiltz collected and kept deposits given by the homeowners totaling$15,940.50 but didn’t do any work. In one of the cases, he performed partial work. In another case, he collected a deposit but returned the money after not performing any work.

The DPBR revoked Wiltz’s contracting license on August 23, 2017. Since then, Wiltz has been attempting to enter into contracts in Monroe County using his registered company, Florida Roofing & Design Group.

Wiltz was arrested on similar charges three times in Monroe County earlier this year. And in November 2017, Miami-Dade officials suspended his permit privileges in that county.
