Defense Acquiesced to State’s No Contact Request in Ramsingh Felony Case; Court Issues Order Protecting Witnesses

KEY WEST, FL – Monroe County State Attorney Dennis Ward announced today that Senior Judge Mark Jones has issued a No Contact Order in the ongoing felony case against former Key West City Attorney Ronald Ramsingh, following the defense’s formal capitulation to the State’s request just hours before the scheduled hearing.

Ramsingh, who was indicted by a Monroe County Grand Jury on April 15 and April 23, 2025, faces four third-degree felony charges:

  •  Tampering with Physical Evidence (F.S. 918.13)
  • Official Misconduct (F.S. 838.022)
  • Illegal Interception of Oral Communication (F.S. 934.03(1)(a))
  • Disclosure of Intercepted Communication (F.S. 934.03(1)(c))

The charges stem from multiple incidents, including the unlawful recording of a confidential Zoom interview with a potential city employee, the unauthorized transmission of that recording to a third party, and the alleged manipulation or destruction of related evidence.

The No Contact Order prohibits Ramsingh from having any form of communication—direct or indirect—with three named State witnesses: Lissette Carey, Amanda Willett, and Hannah Rullo. It also bars any physical contact with the individuals or their property. Lawful communication through his attorney remains permitted under Florida law.

According to the State’s motion, Ramsingh made multiple attempts to contact two of the witnesses following his arrest. Communications to Carey after his arrest included:

  •  “Good morning. Can we meet?”
  •  “…we should talk tonight or tomorrow if you can please.”

Thereafter moments after Carey voted to terminate him without cause (versus with cause) he sent the following text:

         ” Just…..thank you”

He also attempted to call Willett days after his arrest and later texted:

  • “Hi Amanda. I’m checking on you. I think you’re out today and tomorrow? I wasn’t aware.”

“These messages occurred while serious felony charges were pending, and it was necessary to take steps to ensure the protection and comfort of all witnesses involved,” said State Attorney Dennis Ward. “We are pleased the defense ultimately agreed to our request, which allowed the Court to act without delay.”

Chief Assistant State Attorney Joseph Mansfield added, “The issuance of this order helps preserve the integrity of the prosecution and gives clear boundaries going forward. These witnesses must be free to participate in the process without any form of contact or concern.”

The charges against Ramsingh are part of a much broader, ongoing investigation into alleged misconduct and corruption involving former and current officials within the City of Key West. That investigation is being conducted by the State Attorney’s Office in partnership with the Federal Bureau of Investigation.
