KEY WEST, FL — Andrea Nicole Swanner, 35, of Franklin, Tennessee, was adjudicated guilty by Circuit Judge Mark Jones following a no contest plea to Possession of a Controlled Substance.
In a recent case, Judge Jones sentenced Swanner to 36 months of Drug Offender Probation. As part of her sentence, she was ordered to pay $688 in court costs, prosecution costs, investigation costs, defense costs, and supervision costs. The court also imposed a six-month driver’s license revocation. Additional conditions of probation include attending NA/AA meetings three times per week, submitting to urinalysis testing three times per week, completing a substance abuse evaluation within 60 days, and participating in Drug Court if she remains in Monroe County. The court authorized the possibility of early termination of probation after 18 months if she remains fully compliant with all conditions.
The charge stemmed from an August 17, 2024 encounter on Cow Key Channel Bridge in Key West. Key West Police officers initially made contact with several individuals who were obstructing the public sidewalk and creating a hazard for bicycle and pedestrian traffic. During a consensual encounter, Swanner gave officers permission to search her belongings and unlock a lockbox she was carrying. Inside, officers located ten Clonazepam pills, syringes, a spoon containing burned residue, and other items associated with narcotics use. Swanner admitted the pills had been given to her by another individual and acknowledged she did not have a prescription for them.
“Illegal drug possession is often a symptom of a much larger problem involving addiction and substance abuse,” said Chief Assistant State Attorney Joseph Mansfield. “The court’s sentence provides accountability while also requiring treatment, testing, and close supervision. The goal is not only to protect the community, but to help break the cycle of drug abuse that too often leads to additional criminal behavior.”
