Rajindhar Ramsingh Indicted for First-Degree Felony Organized Fraud

Third Criminal Indictment Filed in Expanding Key West Corruption Investigation

KEY WEST, FL – The Monroe County State Attorney’s Office announced today that a Monroe County Grand Jury has returned a third indictment against Rajindhar Ramsingh, 56, of Key West, Florida, charging him with one count of Organized Fraud, a first-degree felony under Florida Statute 817.034(4)(a)1.

According to the indictment, between January 14, 2022, and February 16, 2024, Ramsingh is accused of engaging in a systematic and ongoing scheme to defraud individuals and unlawfully obtain over $50,000 in U.S. currency through false or fraudulent representations and promises.

The indictment reads:

“The Grand Jurors of the County of Monroe charge that between January 14, 2022, through February 16, 2024, in the County of Monroe, State of Florida, Rajindhar Ramsingh did engage in a scheme constituting a systematic, ongoing course of conduct with the intent to defraud one or more persons, or to obtain property, to-wit U.S. currency, from one or more persons by false or fraudulent representations or promises, and did obtain property, to-wit U.S. currency, from one or more persons in an aggregate value of $50,000.00 or more, contrary to Florida Statute 817.034(4)(a)1.”

The charge carries a maximum penalty of 30 years in Florida State Prison, and bond was set at $50,000 by Judge Mark Wilson.

This is the third felony indictment filed against Ramsingh in recent days. The first indictment charged him with Tampering with Physical Evidence, alleging he knowingly altered or concealed records relevant to an official investigation. The second indictment added seven counts of Official Misconduct, connected to the alleged falsification of building permit records involving several Key West properties between 2021 and 2024.

“This third indictment points to a calculated pattern of financial fraud and corruption,” said State Attorney Dennis Ward. “We’re seeing a consistent misuse of public power for personal enrichment and deception. I want to thank the FBI Miami-Key West Resident Agents, as well as our investigators, support staff, and lead Major Crimes Prosecutor Colleen Dunne—they have each dedicated hundreds of hours to uncovering this misconduct and ensuring it is brought before the court.”

Chief Assistant State Attorney Joseph Mansfield added, “Organized fraud of this magnitude doesn’t just harm individuals—it erodes public trust in our institutions. These indictments are the result of countless hours of work by our SAO investigative team, the FBI Miami-Key West Resident Agents, and our dedicated support staff. Their commitment, focus, and professionalism have been critical in building a strong foundation for these prosecutions, and we are deeply grateful for their efforts.”

The Monroe County State Attorney’s Office continues to work closely with its federal and local law enforcement partners as this public corruption investigation continues to develop.

As with all criminal charges, an indictment is a formal accusation and does not constitute a finding of guilt. All defendants are presumed innocent unless and until proven guilty in a court of law.
