Simple answer: because to acknowledge that there ‘is’ a problem would require corrective measures, so it is easier to refer to deer and birds as the culprits, then go about the business of raising prices for the residents. Have you visited the FKAA offices lately? Lavish, stylish decor, and the very best furnishings that gross overcharging can provide. Also, the heavily padded accounts and benefits of the executive boards are simply ludicrous.
