Detention Deputy arrested after domestic incident 

A 32-year-old Sheriff’s Office Detention Deputy was arrested by Key West Police Tuesday night after a domestic incident.

Elias Emmanuel was charged with domestic battery by strangulation.

An Internal Affairs investigation was opened and Emmanuel was placed on unpaid leave pending the outcome of the criminal investigation as well as the Internal Affairs investigation.

“I was saddened to hear of this incident, but also adamant that we get to the bottom of what occurred as I and this agency take these allegations very seriously,” said Sheriff Rick Ramsay. “Rest assured, this matter will be thoroughly investigated and the appropriate action will be taken.”

According to a Key West Police report of the incident, the victim stated she was attempting to speak to Emmanuel at 5:45 p.m., but he was ignoring her and texting on his phone. The victim stated she grabbed his phone and he then pushed her to the ground, placed his knees on her chest and put his hands on her neck. The victim stated she nearly, but did not, pass out.

Emmanuel works at the Monroe County Detention Center on Stock Island and has been so employed since Dec. 11, 2017.
