I agree with Rick Boettgers ed. piece (let them eat cake) except in one minor point.The we he is speaking of is not the residents of Key West,but the business owners. And since this is a special interest need that interest should be the ones to come up with private property location and financing, not the taxpayer. There are plenty of deep pocket owners who could come up with the land etc. And if really looking for outside the box thinking how about a end of life moderate size cruise ship placed in dry dock. 500-1000 instant dorms plugged into city electric,water,and sewer with minimal renovation cost and initial outlay.(less than new city hall). Comparable to pub. building lifetime.
