Third Public Hearing Notice City of Key West, Florida
The City of Key West plans to apply to the Florida Department of Economic Opportunity (DEO) Community Development Block Grant-Coronavirus (CDBG-CV) in the amount of $4,300,000 in the Public Facilities and Improvements and Privately-Owned Utilities project type category. The CDBG-CV program is designed to help local governments prepare for, prevent, or respond to the health and economic impacts of COVID-19. The activities, dollar amounts, and estimated percentage benefit to low- and moderate-income persons are as follows:
Administration Public Infrastructure: $50,000 CDBG funding; LMI Benefit, N/A
Public Infrastructure – Homeless Shelter: CDBG funding: $4,000,000; LMI Benefit: 100 percent.
Temporary Relocation: CDGB funding: $250,000; LMI benefit: 100 percent
The City will reconstruct the Keys Overnight Temporary Shelter (KOTS), the temporary shelter facility for homeless individuals, located at Stock Island behind the Monroe County Sheriff’s office at 5537 College Road, Key West, FL 33040, to a permanent, storm resistant concrete and steel facility. The CDBG National Objective Selected is for this project is Limited Clientele. Limited Clientele was selected as the National Objective for this project as the Keys Overnight Temporary Shelter exclusively benefits homeless persons who are generally presumed by U.S. Department of Housing & Urban Development to be principally low-to-moderate income persons.
The City of Key West does not expect the proposed CDBG activities to result in permanent displacement and will therefore not require the UGLG anti-displacement and relocation plans as required under 24-CFR 570.488.
A public hearing will be held to provide citizens an opportunity to comment on the application at the Key West City Hall Main Conference Room, located at 1300 White St, Key West, FL 33040, on Friday, October 8th, at 11AM. A draft copy of the application will also be available for review during normal business hours in the Clerk’s Office at City Hall by noon on Friday, October 1, 2021. Persons wanting to submit written comments on the application should send them to Carolyn Sheldon, Senior Grants Administrator, by e-mail at [email protected] or by mail to PO BOX 1409, Key West, Florida 33041 no later than 5PM Friday, October 8, 2021.
A copy of the final application will be available for review in the Clerk’s Office at City Hall upon request prior to submission. While the established deadline for this grant application is 5PM, Monday, November 1, 2021, the City intends to apply no later than Wednesday, October 27, 2021.
