Present Situation. Consists of approximately 8 acres of underused prime waterfront land owned by Key West taxpayers. About 7 acres are occupied by the Monroe County School Board, and about one acre is under Key West City control.
The Urgent Need. Key West and the Lower Florida Keys have an urgent need for hundreds of units of workforce housing in the Low, Median, and Moderate income levels, defined as follows:

The Proposal. Construct 480 rental units with rents not to exceed the above limits for workforce housing occupancy. Priorities: School Board employees, followed by Key West City employees, and then the general public. There will be 240 Studio units (408 square feet) and 240 One Bedroom units (698 square feet). Approximately 720 persons in the income categories indicated could be housed in this complex.
Construction Features. Each unit to have an exterior PORCH. Height not to exceed the height of the Steam Plant next door. Fully hurricane hardened—residents encouraged (but not required) to shelter in place. Plenty of parking for bicycles, mopeds, and small electric vehicles. No motor vehicle parking.
The Neighborhood. Trumbo Road to be abandoned and replaced with an attractive beach and public park. White Street to be extended providing access to Coast Guard Sector Key West.
Conditions Required to Enable Project. Free land, forever. Waivers needed: height restrictions, density, no motor vehicle parking, no Ro-go requirement.
