Former key west international airport employee under investigation for role in unlicensed contracting, financial wrongdoing

KEY WEST, FL – The State Attorney’s Office, Monroe County Human Resources Department and Monroe County Attorney’s Office investigated a claim of unlicensed construction work at Key West International Airport done by CYM Builders. The company, created March 13, 2019, lists Carlos Montero as the owner. Montero shares an address with former Airport Finance Analyst Yanisleidis Rodriguez.

The investigation found that Rodriguez processed several invoices for payment to CYM Builders under her $5,000 purchasing limit. In at least one instance, she authorized a payment to the company and the check was deposited into a bank account she shares with Montero.

The Monroe County Budget and Finance department first identified the concern. Monroe County follows a strict set of ethical guidelines, including not tolerating the use of public funds to benefit one’s self, family, or friends.

“We take these matters very seriously,” said Roman Gastesi, Monroe County Administrator. “We want to be clear that such wrongdoing will not be tolerated in the County, and we are pleased that our existing system of checks and balances identified this issue.”

A disciplinary hearing for Rodriguez was held on July 24, and her employment with the County was terminated due to her involvement.

Montero is a convicted felon on probation for unrelated offenses and does not hold a Florida contractor’s license. Rodriguez and Montero remain under investigation by the State Attorney’s Office.
