The accusation is based upon a mention on page 208 of Underwood’s recent biography of Mallory which said that he opposed black sufferage when the civil rights amendments were proposed. Arguing that providing literacy training was a priority before voting rights 160 years ago, does not now make him any more an avowed racist now, than Key West Lou arguing against equity in a privately funded grant program in Oakland.
