Thank you very much for your revised version in response to my Public Records Request for the names of the “approved employees” at each of the schools. You use the phrase “authorized employees”. Terminology is important. May I conclude that “authorized” and “approved” are mutually interchangeable?
In your initial response, you introduced the position of “Community School Manager”. I have to assume that such a position, which pays a stipend of $3,450, must include responsibilities beyond that of a “approved employee” as understood by the terms and conditions of the District Facilities Use Agreements (FUA’s). Is that correct? If so, could you itemize some of the responsibilities beyond that of supervision in conjunction with an FUA? Better yet, would you provide me with the Position Description for a “Community School Manager” and the justification used to determine the amount of the supplement, $3,450.
My assumption that a “Community School Manager” must have duties and responsibilities beyond those of an “approved employee” within an FUA is grounded in the fact that Poinciana School has, according to the information provided to me, only one FUA, that with the Eagles Rest Ministries. The “Community School Manager” at Poinciana School, Koleen Bethel, does not function as an “approved employee” in that relationship. Instead Alan Vidal is the voluntary “approved employee”. If Ms. Bethel is paid $3,450 to be the “Community School Manager” and has no “approved employee” responsibilities with FUA’s, what then does she do for her supplement?
Further, I find it hard to believe that some District employees are willing to perform the duties of an “approved employee” or those of a “Community School Manager” without compensation when others, performing the same duties, are paid $3,450. Have the unpaid employees been offered a supplement and turned it down? Has that arrangement been cleared with and approved by the UTM?
You will note that I have copied the members of the Audit and Finance Committee. The identification of “approved employees” and/or “Community School Managers” is yet another discovery revealed in my exploration of Facilities Use Agreements in all of their manifestations. My explorations have indeed been a growth area.
